I believe lead arsenate is toxic to insects because they have an enzyme that breaks the chemical into its components, lead and arsenic. Higher animals lack the enzyme so lead arsenate is excreted harmlessly. Lead and arsenic are still environmental contaminants, though.

This product was widely used in the U.S. and initially used against the gypsy moth that had invaded Boston by the 1890’s. However, when it was discovered that Paris Green could not be applied in “sufficient quantity to kill the caterpillars without seriously injuring the foliage” a chemist with the Gypsy Moth Commission suggested that lead arsenate be used. Coincidently, the first outbreak of paralysis in the U.S. in over 50 years occurred in Boston during this time.
